GlobalPlatform Brings Together Leading HSM Providers to Accelerate Trusted Digital Wallet Infrastructure

New industry initiative includes a dedicated technical workshop on HSMs for EU digital identity and wallet deployments taking place in Brussels on 16 October.

September 22, 2026 — Leading Hardware Security Module (HSM) providers are coming together under GlobalPlatform to launch a new industry initiative that will define the future of trusted digital wallet infrastructure. Entrust, IDEMIA, NextSense, Thales and Ubiqu will contribute to GlobalPlatform’s new HSM Sub-Task Force, which will focus on digital wallets for identity, payments and cryptocurrency, including the European Digital Identity (EUDI) Wallet.

Operating under the existing Digital Wallets Task Force, the new group will provide a collaborative forum for HSM vendors and other stakeholders to define common requirements, architectural guidance, and best practices for secure, interoperable digital wallet deployments. GlobalPlatform is also hosting an invite-only HSM Technical Workshop in Brussels on 16 October, that will bring together stakeholders to explore the use of remote and hybrid HSM architectures in digital identity deployments.

These initiatives extend GlobalPlatform’s long-standing leadership in device security into the cloud, bringing together expertise across HSMs, Secure Elements (SEs) and Trusted Execution Environments (TEEs) to support end-to-end trust for digital wallets.

“We’re delighted to bring together both new and existing GlobalPlatform members to address one of the most important challenges facing the digital wallet ecosystem—and we are today inviting others to join,” said Jean-Daniel Aussel, Chair of the GlobalPlatform Digital Wallets Task Force. “By bringing together the organizations that secure both cloud infrastructure and user devices, we’re developing a better way to deploy trusted digital wallets. As governments in Europe and beyond plan wallet deployments, this collaboration will help reduce fragmentation, promote interoperability, and lay the foundations for the next generation of trusted digital services.”

The HSM Sub-Task Force will address the challenges facing large-scale digital wallet programs such as EUDI Wallet, which is currently being rolled out across the 27 EU member states. As governments and their technology partners prepare national wallet deployments, they require interoperable, multi-vendor security infrastructure that avoids proprietary approaches and can scale over time. While HSMs are already widely used in sectors such as finance and government, existing standards are largely focused on vertical industries, such as the PCI HSM standard for payments. The new Sub-Task Force therefore seeks to establish a more generic approach for digital wallets, helping to support interoperable, off-the-shelf technologies.

The initiative recognizes the complementary roles of cloud and device-based trust. SEs and TEEs provide tamper-resistant protection for credentials stored on users’ devices, supporting high-assurance services even in offline situations, while HSMs protect cryptographic keys and trust services within the cloud.

The HSM Sub-Task Force will define high-level requirements for HSM deployment within digital wallet ecosystems, develop architecture patterns and technical guidelines for integration with SEs and TEEs, and identify where existing HSM standards require enhancement to support digital wallet use cases. The “HSMs for EU Digital Identity and Wallet Deployments: Technical Workshop” is being held in conjunction with the Digital Wallet Seminar, which takes place in Brussels on October 15, 2026. The fourth edition of this annual event brings together key stakeholders from Europe’s digital identity ecosystem, including representatives from EU institutions, member states and the private sector.
