HSMs for EU Digital Identity and Wallet Deployments: Technical Workshop

Following the Digital Wallet Seminar on 15 October 2026, this workshop will bring together Member States, HSM vendors, trust service providers, identity providers, certification stakeholders, and other technology providers to address the practical use of remote and hybrid HSMs in secure, compliant, scalable, and interoperable EU Digital Identity deployments.

Objectives and Expected Outcomes

• Share lessons from national and cross-border deployments.
• Identify operational, integration, deployment, and certification challenges.
• Define best practices and opportunities for greater harmonization.
• Discuss the transition from national certification schemes to the ENISA scheme and associated challenges.
• Discuss ways of switching between remote and local WSCD solutions, and vice versa to help Member States to offer the best solution depending on end-user device capability.
• Address key lifecycle management, remote signing, QSCD support, multi-tenancy, scalability, backup, and recovery.
• Align HSM implementations with the EU Digital Identity architecture and relevant regulatory frameworks, including eIDAS and eIDAS 2.0.
• Provide input to future activities and the priorities of the Digital Wallet HSM Sub-Task Force.
