Shanghai Pudong Research Institute of Cryptology
The Shanghai Pudong Research Institute of Cryptology (the “Institute”) is a new international platform for innovation in cryptographic science and technology. It was jointly established by the Shanghai Municipal Cryptography Administration, the People’s Government of Pudong New Area, and Shanghai Jiao Tong University. Since its founding in March 2025, the Institute has been dedicated to serving China’s strategy of high-standard opening-up and advancing the international development of the cryptography industry. It is committed to building a world-class commercial cryptography testing and certification platform, while accelerating the formation of a strategic scientific and technological force that integrates innovation, industrial development, testing and evaluation, and talent cultivation in the field of cryptology.
Based in the China (Shanghai) Pilot Free Trade Zone, a frontier for institutional innovation, the Institute is developing a new model for cross-border cryptographic services under the “dual circulation” strategy. Drawing on Pudong’s first-mover advantages and benchmarking itself against leading cryptographic testing laboratories worldwide, it is strengthening cross-border testing capabilities aligned with ISO/IEC, FIPS, CC, BSI, and other international standards. Its work focuses on the research and development of advanced cryptographic testing environments and high-end assessment tools for frontier application scenarios, including post-quantum cryptography, foundation model security, intelligent connected vehicle security, and trusted communications.
